News Release---Lincoln Area Sewer Separation Contract 3A

                 
PORTSMOUTH – The City of Portsmouth will hold a March 9 public meeting regarding the spring start-up of the Contract 3A Lincoln Area Sewer Separation project in the areas of Lincoln Avenue west of Miller Avenue, Spring Street, and portions of Broad Street, Union Street and Wibird Avenue. 

The meeting begins at 7 p.m. in City Hall Conference Room B and will feature a discussion of dates, phasing and location of construction; work hours; possible blasting of ledge along specific streets; and potential traffic detours associated with construction. City staff, the City’s consulting engineer and contractor will be available to answer questions about the project, which is part of the City’s long-term plan to separate older combined sewage and stormwater pipes.

Depending on weather and the melting of snow, the contractor hopes to recommence construction in late March or early April. The continuing Contract 3A project includes improvements to the sewer lines, drain lines, water mains, roads, sidewalks and curbing. It is being funded by a State Revolving Fund loan, water revenues and City funds.

The project will allow the City to comply with federal and state regulations requiring the separation of sewer and storm water pipes and also will reduce flooding and sewage backups. In addition, it reflects the City’s efforts to incorporate sustainable practices within municipal operations because it will result in less excess flow that must be pumped and treated, reducing the amount of chemicals and electricity needed for treatment. The reduced peak flow also will allow for smaller tanks and equipment in any future wastewater treatment facility upgrades, leading to lower capital construction costs.
