HomeTown, the City of Portsmouth's First-Time Homebuyer Program continues to support eligible households in purchasing their first home.  In order to be eligible for the program's closing cost and down payment assistance, an individual or family must meet income and eligibility requirements and be a first-time homebuyer. Income limits are based on household size.  The HomeTown Program combines the resources of Citizens Bank NH and the City of Portsmouth. HomeTown is funded through the Portsmouth Housing Endowment Trust Fund established to assist first-time homebuyers.
