Coalition Announces Effort to Permanently Solve Education Funding Dilemma

The experts on the team working on the new targeted aid grants project sponsored by the Coalition Communities and their roles are:
Daphne A. Kenyon, project director and major analyst, is Principal of D. A. Kenyon & Associates. Kenyon has 22 years of professional experience in the field of
public finance. She served as President of The Josiah Bartlett Center for Public Policy, and Chair of the Economics Department at Simmons College, where she was a
tenured Professor of Economics. Prior to joining Simmons College, she served as a senior economist with the Office of Tax Analysis of the U.S. Department of the
Treasury, the Urban Institute and the U.S. Advisory Commission on Intergovernmental Relations and as an Assistant Professor at Dartmouth College. Her research and
consulting have focused on state and local public finance, intergovernmental fiscal relations, and tax policy. She has published articles in a variety of journals and has
co-edited two books.
Andrew Reschovsky, senior advisor on school funding formulas, is Professor of Public Affairs and Agricultural and Applied Economics at the University of
Wisconsin-Madison. He is an internationally known expert on education finance. Within the U.S., he has worked on education finance issues for Massachusetts,
Minnesota, New Jersey, Texas and the U.S. Department of Education. He has lectured on education finance in China and France. His most recent school finance project
is a conference on local government and school finance issues that convenes experts from Canada, France, Italy, Sweden, Switzerland, and the U.S. Professor
Reschovsky has authored numerous articles and chapters on education finance, state aid, and measuring education costs.
Lisa
K. Shapiro, New Hampshire data expert and technical consultant, is Chief Economist for Gallagher, Callahan & Gartrell. She has a Ph.D. in Economics from
the Johns Hopkins University and was the Director of the 1999 study “The Economic and Fiscal Impact of a Uniform Statewide Property Tax.” (Gallagher, Callahan &

Charles Connor, New Hampshire data expert and technical consultant, has over 32 years of New Hampshire state government experience in the areas of budget,
finance, and taxation, including 12 years of service as Director of the Office of Legislative Budget Assistant.
Martin L. Gross is a senior member of the Concord law firm of Sulloway & Hollis, P.L.L.C., with wide experience in legal drafting and advocacy involving New
Hampshire taxation and constitutional issues. During more than 38 years of law practice, he has participated in public policy development at the highest level in New
Hampshire, representing private clients and municipalities, advising public officials and serving as a public official in his own right. Mr. Gross served as counsel to two
Governors (one Democrat, one Republican). He was elected to six terms on the Concord, NH, City Council and served as Mayor of Concord for three terms. He was a
member of New Hampshire's Constitutional Conventions of 1974 and 1984 and has served on or chaired a variety of municipal and state study commissions.
