MINUTES of the October 10, 2001 Monthly Meeting
Noon (Non-Public) 1:00 PM (Public) - Portsmouth Police Department 2nd Floor Conference Room
I. CALL TO ORDER:
to order at 11:50 AM (One cassette tape documenting this meeting is on file for reference).
Action:
Commissioner Devine moved that the Board convene a non-public session to discuss personnel matters.
Seconded by Commissioner Kelley.
On a Roll Call Vote: the Board unanimously voted in favor of the motion.
Present during non-public session: Commissioners Mortimer, Devine and Kelley, Chief Brad Russ,
and Deputy Chief Magnant.
The Board returned to public session at 1:00 PM
Present during public session: Commissioners Mortimer, Devine and Kelley, Chief Russ, Deputy Chief Magnant, Budget Coordinator Karen Senecal, Detective Steve Arnold, Officer Corey MacDonald and members of the Portsmouth Police Explorer Post, City Councilor Harold Whitehouse and Executive Assistant Carol Bryant.
II. PLEDGE OF ALLEGIANCE was led by Deputy Magnant.
III. ACCEPTANCE OF MINUTES:
Action:
Commissioner Kelley moved that the Board accept the minutes of the meetings held on September 12, 2001 and September 26, 2001.
Seconded by Commissioner Devine.
On a Roll Call Vote: the Board unanimously voted in favor of the motion.
IV. UNFINISHED BUSINESS: None
V. NEW BUSINESS:
A. Action:
Commissioner Kelley moved that the Board accept the resignation of Auxiliary Officer Terry Maisey effective September 21, 2001 and that the Board accept the resignation of Auxiliary Officer Robert Whitten effective September 27, 2001.
Seconded by Commissioner Devine.
On a Roll Call Vote: the Board unanimously voted in favor of the motion.
B. Action:
Commissioner Kelley moved that the Board appoint the following employees to
permanent status:
- Lt. Timothy Brownell effective October 2, 2001
- Animal Control Officer Austin Wallace effective October 4, 2001.
Seconded by Commissioner Devine.
On a Roll Call Vote: the Board unanimously voted in favor of the motion.
B. CHIEF OF POLICE:
Action:
Commissioner Devine moved that the Board accept the grant award in the amount of $99,234 from the U.S. Department of Justice District of New Hampshire U.S. Attorney's Office for continuation of the Operation Streetsweeper Program and that the grant be forwarded to the City Council for their review and approval.
Seconded by Commissioner Kelley.
On a Roll Call Vote: the Board unanimously voted in favor of the motion.
9. Donations for the Honor Guard Program:
Action:
Commissioner Devine moved that the Board accept the following donations for the Honor Guard: $100 from DC Audio & Video Services, Inc., $25.00 from Dawn Vinciguerra,
$18.00 from Jessica Stoddard and that they be forwarded to the City Council for their review
and approval.
Seconded by Commissioner Kelley.
On a Roll Call Vote: the Board unanimously voted in favor of the motion.
10. Letter from the N.H. Association of Chiefs of Police appointing Chief Russ to the Criminal
Justice and Public Safety Committee's House Bill 475 Commission for the Development of
Statewide Protocols for Interviewing Victims of Sexual Assault Crimes.
11. Letter from Governor Shaheen appointing Chief Russ to the Emergency 911 Commission
through July 8, 2004.
12. Letters from Senator Judd Gregg and Congressman John Sununu regarding the National
Guard Counter Drug Program.

C. PATROL SERVICES BUREAU:
Festival. Upcoming events include the Halloween Parade.
D. CITY PROSECUTOR REPORT: No report this month.
E. BUREAU OF INVESTIGATIVE SERVICES: The September report was presented.

Commissioner Devine moved that the Board adjourn the meeting.
Seconded by Commissioner Kelley.
On a Roll Call Vote: the Board unanimously voted in favor of the motion at 1:30 PM.
